Ukrainian President Victor Yushchenko has vetoed a bill about the introduction of amendments to the state budget for 2009 to allocate UAH 1 billion for fighting the flu outbreak in the country.

The President pointed to a number of errors in Government's healthcare policy in preventing and fighting flu outbreak in Ukraine. Particularly, he said the vaccination against seasonal influenza has not been conducted. "The Government is not prepared for vaccination, although the society has been discussing it from April", said Victor Yushchenko.

He added that due to the fact that the World Health Organization predicts a second wave of flu epidemic in Ukraine, the Government and particularly the Ministry of Health should draw conclusions out of the poor organization of fighting the first wave of the epidemic.

How callous can someone be? When his country as a major epidemic spreading, he is more about the politics and blames the epidemic on people not being vaccinated.

The number of new cases dropped to 32,448 yesterday from 127,252 on Nov. 4, Timoshenko said at a meeting with representatives of the World Health Organization in Kiev.

The WHO this month sent a team of experts to the country to investigate the outbreak of respiratory disease that had struck 969,247 and killed 155 people as of Nov. 8. It’s too early to report on final findings, said Jukka Pukkila, the head of the Geneva-based WHO mission in the country, at a joint briefing with Timoshenko today. The situation in Ukraine is “similar to what we see in other countries,” he said. The national epidemic may “go on for several weeks or maybe even couple of months,” he said.

“All eyes are on Ukraine now,” Pukkila said. “WHO stands ready to support Ukraine on getting pandemic vaccination as soon as possible.”

Ukraine is counting on the WHO to help promote flu vaccination in the country and to obtain the pandemic shot, Timoshenko said. Pukkila said Ukrainians should continue with vaccination against seasonal virus and start pandemic vaccination as soon as the shot is available.

Ukraine will register the pandemic vaccine within a month, First Deputy Health Ministry Vasyl Lazoryshynets said. Swine flu was confirmed by Ukrainian laboratories in 65 cases, 14 of which were fatal.

There are so many lies and misrepresentations in this article, it is sickening! To say the epidemic is abating - is not looking at the Official numbers which has been increasing, including those hospitalized. What they used as numbers were from an overnight increase - to another overnight decrease (what manipulation of the numbers). Notice how they say ONLY 65 cases were Swine Flu! Again WHAT is the other? Also - they say, they are seeing the same thing in other countries! REALLY? Well if it is Not the Swine Flu - they NEED to be honest about what it is! They have now gone 11 days without releasing the information they said they would on the 4th of November, about what IT IS!! So - It IS something, they are still hiding from the public, otherwise they would have released the information already! WHO will make that "statement" this coming week about Ukraine. Will they be Truthful? This article overall was all about vaccinations.

In Kherson President Victor Yushchenko took part in a meeting on urgent measures to ensure regional security in an epidemic situation, presidential press office reported.

Opening the meeting President Yushchenko said that last year, as well as before that the statistics of flu and ARD were higher, but this year the scandal and panic were artificially created by political motives.

"Our greatest enemy, when we talk about the current situation of the epidemic is the political behavior that is totally irresponsible and most likely is aimed at making use of the political map in this process to the maximum", said Victor Yushchenko. He added that this has made the behavior of people irrational and inadequate to the situation adding obstacles to fighting the disease and reducing the effectiveness of doctors.

Also, according to the President, the Ukrainian statistics do not reflect real situation with the disease spread, adding up complications in fighting against the epidemic. “The Statistics provides inadequate situation in Ukraine: incomplete or distorted statistics has turned half of Ukraine on its head as well as deceived the whole world ", said Victor Yushchenko, adding that this creates a lot of psychological problems among the population that needs to know accurate information about the spread of the disease.

The President said that only 1082 laboratory test to detect A/H1N1have been made in the whole country, which can not be normal in a situation when the number of patients with flu and ARD exceeds one million.

Also Victor Yushchenko stressed that Ukraine has no state center for infectious diseases, including influenza; no specific plans and measures had been elaborated to fight the epidemics of flu; no timely modern type flu diagnostics had been established.

It made impossible for the authorities to assess the epidemic situation properly and timely, thus determining the tactics and providing right treatment and preventive measures.

Victor Yushchenko thanked Ukrainian doctors, who performed their duty in this difficult situation. "During the last month the most did the doctor, like noon eels in Ukraine", stressed the President.

Here again, in my opinion is ANOTHER conflicting news article - it seems like the officials of the Ukraine are all over the place in what is going on - first they say One thing, then another today!
My head is spinning on what is what! See article below where it is said 2.5 times more increase of sick from the 8th to the 10th - NOW this article - says the opposite almost - says the first wave has passed of sickness and they need to prepare for the 2nd wave! (what the heck, would a second wave look like?)

Ukrainian President Viktor Yuschenko has called for proper preparations to be made for a second wave of acute respiratory viral infections and flu, including the A/H1N1 flu virus.

He said this at a council on taking urgent measures to ensure regional security during the epidemic situation in Kherson region on Tuesday.

"Ukraine should prepare properly for a second wave of acute respiratory viral infections and flu, including California flu," Yuschenko said.

He said that the first wave of flu in Ukraine had passed. Yuschenko said that lessons should be learned from the epidemiological situation in the country.

He stressed the need to improve diagnosis of the disease, which he said was impossible to do without an adequate number of flu testing laboratories. Yuschenko said that only 20 to 30 laboratory tests could currently be conducted in Ukraine per day.

Yuschenko said that 1,082 tests had been conducted in Ukraine over the last 11 days, and that 65 cases of swine flu had been confirmed.

He said that 150-200 tests should be conducted a day for the population of 46 million Ukrainians.

Yuschenko said that regional governors should analyze the situation in their regions and decide how many laboratories should be set up.

So, 65 cases only of confirmed Swine Flu of 1082 tested? What did the test, say the rest are?

I will make one other comment (that conspiracy side of me)- is information coming out today, that is meant to be all over the place, and be totally confusing? Or is it just me, that thinks the news is contradicting from one article to another, today?

Ukrainian President Viktor Yuschenko intends to veto a bill amending the state budget of Ukraine for 2009 to assign UAH 1 billion to fight the outbreak of flu and acute respiratory infections in Ukraine.

"I will treat this bill just as I treated the bills on Euro 2012," Yuschenko said during a phone-in with the Komsomolskaya Pravda Newspaper on Wednesday.

Ukrainian Prime Minister Yulia Tymoshenko later expressed indignation at Yuschenko's delaying the signing of the bill.

"I would like this act of sabotage to be stopped today," Tymoshenko said at a cabinet meeting in Kyiv on Wednesday.

The prime minister also called on the president to revoke decrees that suspend government resolutions on purchases of medical equipment using state guarantees.

I am not going to get into the Politics of what is going on in the Ukraine - that is a totally different subject - but this article - has information, which I posted about around the 7th of November.

The Ukraine President has had on his desk for almost a Week now - a Bill that authorizes 125 million in aid to help with the Epidemic. He STILL HAS NOT SIGNED IT!

KIEV, November 11 (Itar-Tass) -- Ukrainian Prime Minister Yulia Timoshenko has accused President Yushchenko of failing to take the necessary measures to fight the flu epidemic, hoping it would serve as an excuse for disruption of the presidential election due on January 17, 2010.

Timoshenko was speaking at a Cabinet meeting after the president delayed the signing of a law to disburse 125 million dollars for anti-epidemic measures.

“I demand that the president should sign this law today and enable the government to purchase everything necessary, including the vaccine,” Timoshenko said. She claimed that “the president’s eight-day-long deliberate reluctance to sign the law to disburse money for anti-epidemic measures was an act running counter to the interests of Ukraine.”

“The president is responsible personally for each single person who is sick or dying today,” Timoshenko said.

The first deputy chief of the presidential secretariat, Alexander Shlapak, earlier advised the head of state to decline the law on financing the struggle against the epidemic, because the document contained many flaws.

Seems the whole meeting was about making sure the people got vaccinated, not about the amount of people who are sick, nor what they are sick from.

Why the Hell has the President ignored this Only request to him? Why hasn't he signed this law, especially in light of the fact his country is being swept by an killing virus/plague?
